Council members Kelli Mendez, Celso Duran, JC Tijerna, Eric Horton, Michael Tackitt and Isiah Bautista were all present on the quorum along with mayor Tom Hesse and City Manager Jeff Davis. Secretary Kelly Burris and Attorney Matt Wade were also present on the quorum along with council member Michelle Cooper joining the meeting through zoom.
